APPLICATION Applicants apply for establishment. An application template is available in disk form. The Minister
of Education accepts or declines applications into the preparation and assessment process (P&A process). (a) The
Minister of Education has absolute discretion to establish, or not, a Kura Kaupapa Maori under section 155(2) of the Education
Act. (b) The criteria the Minister may use for accepting or declining an application into the P&A process are likely
to include (NOTE: Criteria determined by Minister, no list available): Crown fiscal considerations sufficient
information to meet all the requirements of the application demographics that indicate a strong, sustainable Kura Kaupapa
Mori population five to ten years into the future. Te Runanga Nui will provide advice to the Minister on each
application as it is received. PHASE 1 Those applicants accepted into the P&A process are referred
to as a kura teina (once they are in a mentoring relationship). Kura teina are mentored by an existing Kura Kaupapa Mori,
called a kura tuakana. NOTE: Te Runanga Nui, the Ministry and the Education Review Office (ERO) will identify and agree on
a kura tuakana by consensus. Kura tuakana will be Kura Kaupapa Maori who have received high-quality ERO reports and are deemed
to be strong mentors and role models. Kura teina exist as satellites of kura tuakana and as such are part of
the kura tuakana for funding, operational and governance/management purposes. Each kura tuakana and kura teina
will develop a Memorandum of Understanding setting out the roles and responsibilities of each party. Kura teina
are entitled to the Kura Kaupapa Maori transport grant and a temporary lease or rental grant for property, and kura tuakana
will receive a 0.2 FTTE cash grant for mentoring the kura teina. Also, full base staffing will be provided for kura teina.
This means they will receive Scale A staffing only and not principal funding as the principal of the kura tuakana is deemed
to be the principal of the kura teina. Rental/lease monies will be paid for approved accommodation until such time as the
kura teina is established as a state school or, if rejected for establishment, at the end of a three-year period. These resources
are only payable to those kura teina who agree to be mentored by an approved kura tuakana. It should be noted
that ERO would be required to review all kura teina attached to a kura tuakana at the same time as they review the kura tuakana.
Te Runanga Nui has suggested that kura teina should remain in this phase for a minimum of one year before moving
to Phase 2. There is considerable merit in this, as it gives Kura Kaupapa Maori applicants a chance to bring themselves up
to speed in terms of meeting the requirements of the business case development phase. A Memorandum of Agreement
is developed between the Ministry and the kura tuakana outlining each partys roles and responsibilities. This will spell out
the Ministrys responsibilities in terms of providing help, assistance and resources in the form of a 0.2 FTTE to the kura
tuakana, and will spell out the requirements of the kura tuakana in mentoring the kura teina. PHASE 2
In Phase 2 a business case is developed for each applicant kura. A mix of the Ministry, private contractors, the whnau
applying and Te Runanga Nui may be involved in this phase. The business case examines six areas: educational readiness
demographic trends property viability community consultation financial systems Te Aho Matua
adherence. A copy of the business case criteria follows. Performance indicators will be available separately.
The business case development will be co-ordinated and managed by the Management Centres of the Ministry of Education.
